Reopening of all lobbies on May 15, 2020

Dear Valued Customer,

The Board of Directors and the Management of First National Bank of Jeanerette would like to thank you for your continued loyalty and cooperation during the COVID 19 virus crisis.  We are pleased and proud to report that we have experienced no significant issues which have restricted our ability to continue to provide banking services to our customers and communities despite the required closure of our bank lobbies.  Thanks to your cooperation and that of our staff we have been able to handle all transaction volume through our drive-through facilities and limited access to our lobbies while staying in compliance with COVID-19 guidance. 

Governor John Bel Edwards has announced that Louisiana will move to Phase One under the White House COVID-19 guidance on Friday May 15th.   This proclamation removes the stay-at-home order for Louisianans and allows additional businesses to open under strict occupancy, protection, and social distancing guidelines.  High risk individuals should continue to stay at home, except for essential activities, like getting food or medical care.

After much consideration, we are announcing the reopening of the Main Office and Branch Lobby facilities effective on Friday May 15th.  We will be observing our normal lobby business hours. Masks will be available for our employees, but they will not be required to wear one.  If you choose to wear a mask, you may be asked to remove it briefly for identification purposes once inside the building.  Social distancing guidelines will be enforced inside the lobby.  This may create a delay for your actual entry to the building if it appears that customer volume will exceed that allowed under the guidance.

We encourage you to continue to use our drive through facilities if your transaction is of a nature to allow you to do so.  If for any reason you are uncomfortable accessing our lobby, please use the drive through lanes as these will remain fully staffed at all locations.  If you have any specific needs that cannot be met under the above guidelines, please phone us and we will do all that we can to accommodate your request.

Dear Valued Customer,

We’d again like to thank you for your continued cooperation as we have had to limit customer access to drive through service only as we abide by government guidance in response to the COVID 19 Virus crisis.  All drive through lanes are open at all locations and are adequately staffed.  We are experiencing no operational issues in that regard.  Lobby access is available by appointment.  Please contact a convenient location and we will work with you to fill your needs.

The governor has extended the stay-at-home order for the State of Louisiana through April 30th and schools have been ordered to remain closed through the end of the school year.  We are continuing to monitor the current situation in our state and in the parishes in which we operate and will abide by whatever guidance is issued to protect the safety of our employees, customers, and the general public.  We are doing all that we can do, while operating within the guidance provided to us, to continue to meet the banking needs of our customers and our communities. 

We can provide relief in the form of short-term loan payment deferrals for borrowing customers who have been directly impacted by the COVID 19 crisis.  If you feel that you qualify and need this assistance, please contact your loan officer for details.

We have received a large volume of requests from our small business customers who are asking for loans made available through the Small Business Administration as a result of the CARES ACT recently passed by congress.  This program was implemented extremely quickly and, as a result, lacked essential details on how this process would work.  While the process has been difficult for all banks, we are pleased to report that we are optimistic that the work that has gone into bringing this product to our customers will be successful and that we are meeting customer demand for the program.

Dear Valued Customer,

Sadly, but not unexpectedly, we are being made aware of multiple scams associated with the COVID 19 virus crisis.  These scams are taking various forms and include all sorts of offers or promises that ultimately require you to provide personal financial information like credit or debit card information, social security numbers, business tax id numbers, bank account and routing information, etc.  These scams originate in any of several ways such as emails, text messages, or telephone phone calls made directly to you and offer some promise, product, or payment.  The communications may also request that you visit a certain website, click on hyperlink, or download an app which may result in your device being infected with malware and use of your own contact information to further the scam.  These scammers can be very good at what they do.  These offers and promises might seem perfectly legitimate.  Do not allow yourself to fall victim in these times of fear and uncertainty.

Dear Valued Customer,

We are being overwhelmed with requests for information on how to apply for “forgivable loans” to be offered by banks and guaranteed by the US Small Business Administration.  These and certain other guaranteed loan offerings and the funding of these programs were included in the CARE relief recently passed by congress.  Regulatory relief is being offered to bankers in the form of the ability to provide loan payment deferrals to loan customers of the bank impacted by the COVID19 virus.  These programs are being spoken of in the news media across the country and business owners and individuals are being instructed to consult with their bankers.

The Louisiana Bankers Association (LBA) has been an invaluable asset to community banks across the state during this crisis by serving as a clearinghouse for the rapidly changing information coming to us from all levels of State and Federal Government.  We have been and will continue to participate in daily conference calls through the LBA.  In these calls, we have been able to hear directly from and ask questions of our US Congressmen, the Director of the Small Business Administration for the State of Louisiana, high level officials and / or Board Members of the Federal Reserve Banks of Atlanta and Dallas, and the Federal Home Loan Bank of Dallas.  There are representatives from bank regulatory agencies including the FDIC, the State Office of Financial Institutions, and the Office of the Comptroller of the Currency on each of these calls.  We also get to have discussions with our fellow bankers.  We are convinced that we are receiving the most up to date and detailed information from the most knowledge sources relative to the programs mentioned above and how to operate in this crisis.

With regard to new SBA loan guarantee programs approved in the CARE legislation, it was made very clear to us last Thursday by the Small Business Administration Director for Louisiana that until the SBA adopts policy on how to implement what was put into law by the passage of the act, that the detailed specifics on how these programs will work is not yet known.  We expect to hear from the SBA and the LBA when specific details are made available.  Again, with regard to our ability to offer payment deferrals, while the regulatory agencies have issued an interagency statement providing guidance on the offering of these programs by banks, a conference call to be conducted by them to explain the actual implementation and accounting techniques for the program was postponed by the regulators so that they could further consider the content of the CARE legislation.  We are waiting to hear from the LBA as to when the call will be rescheduled.

We are committed to doing everything that we possibly can for our impacted customers with regard to the government programs and / or forbearance being discussed.  We ask for your continued patience as we continue to work diligently to get the details that we require in order to properly implement these programs for your benefit.

We are closely monitoring the situation in our state and will continue to abide by whatever guidance is issued to protect the safety of our employees, customers, and the general public.  While there has been no formal announcement, the governor has stated that the April 13th deadline currently in place for the stay-at-home order “may well have to be extended beyond April 13th”.  If that is the case, our plan is to continue to provide all banking services as we are now by use of adequately staffed drive-through service at all locations and lobby access by appointment.

As we continue to stay abreast of the growing Coronavirus pandemic, and due to the Governor’s recent stay at home order, First National Bank has decided to close all Bank lobbies starting at noon today.  All drive thru lanes will remain open and our hours of operation will remain the same.  Customers who need to come into the lobby will be able to do so by appointment only, but we encourage everyone to try and do whatever they can from the drive thru lanes as well as using our electronic banking services.

We are continuing to dedicate significant resources relative to the Bank’s response to the COVID-19 Virus crisis.  Senior management is participating in conference calls daily and receiving

guidance from the medical community, national, state, and local governments, state and federal banking regulators, and national and state trade associations representing the banking industry.  The focus of our involvement is to ensure the protection of our employees and customers and to prevent the spread of the virus while continuing to provide the essential banking functions that are so critical to our local economies.

At the current time all offices of First National Bank of Jeanerette are open for business as usual.  We realize that the rapidly changing environment and the uncertainty in which we currently operate may result in the possibility of limiting access to our branch lobbies.  If this becomes necessary, we will dedicate all resources to enhanced drive through service and will allow lobby access by appointment or other controlled access in order to meet your banking needs.

We ask that you do your share to prevent the spread of the virus by practicing social distancing and isolation where appropriate.  Specifically, please consider drive in service at any one of our branch locations when possible.  On-line and Mobile Banking is available for you to check balances, pay bills, and make transfers of funds.  You can always access cash and account balances using one of our ATM’s.

The Board of Directors and Management of First National Bank of Jeanerette has been and is continuing to follow all developments regarding the spread of Coronavirus (COVID-19) and is taking necessary actions to protect employees and the general public and to prevent the spread of the virus. Specifically, we have implemented strategies for employers to use contained in the Center for Disease Controls Interim Guidance for Business and Employers as it relates to planning, preparing, and responding to the Coronavirus diseases.  Details on this interim guidance as well as all information relative to protecting yourself and your loved ones can be found by clicking on the link below.  Additionally, we are staying abreast of all state and local news relative to the virus and will abide by whatever pronouncements are set forth by these officials as we all work together to limit transmissions of the disease.  We are receiving regulatory guidance relative to this crisis and remain committed to limiting disruptions of service and providing alternative service options if it becomes necessary for us to temporarily close locations or otherwise limit access to our facilities.
